PURPOSE OF THE SESSION

The Insurance Sector Transformation Consultative Forum is a high-level, closed-door
engagement convened to drive transformative change in Nigeria’s insurance sector.
The session brings together C-suite executives, regulators, policymakers, and key
ecosystem stakeholders to develop consensus-driven solutions that will accelerate
sector growth, improve consumer trust, support sector reforms—particularly the new
Insurance Reform Act—and strengthen the industry’s contribution to the Nigerian
economy.

Despite gross premiums reaching ₦1.56 trillion as of 2024, the sector continues
to face significant challenges, including low penetration, limited consumer trust,
regulatory bottlenecks, slow innovation, and underperformance, with investible
funds remaining below ₦5 trillion. Increasing insurance penetration has remained a
persistent challenge, underscoring the need for viable and sustainable strategies to
unlock growth and enhance the sector’s economic impact.
This Forum seeks to move beyond diagnosis to coordinated collective action that will
accelerate reforms, strengthen consumer confidence, and drive sustainable industry
growth.

Session Objectives

Build a Unified Industry Voice

The Forum aims to align key stakeholders around shared goals for sector growth, including increasing insurance penetration from 0.44% to 1.5% within two years. This will require collective commitment and coordinated action

Present Evidence to Guide Discussion

Insights from desk research and stakeholder surveys will be shared to ensure conversations are based on data, real industry experiences, and identified gaps

Encourage Open Discussion on Key Challenges

The session will encourage honest dialogue on major issues such as low trust, weak enforcement, limited innovation, and distribution constraints that continue to limit growth

Facilitate Dialogue

Enable open discussions on key challenges hindering sector growth and development.

Define Priority Goals

Establish five clear priority goals with timelines and accountability measures.

Collaborative Framework

Build sustained engagement between operators, regulators, and policymakers.
